The order isn't arbitrary. Everything Kobo plans to do needs an account, an identity and a balance behind it.
A ride app that has to run its own BVN check is a second bank with extra steps. Verify once in Vault and every Kobo app inherits it.
Ledgers, limits, reversals and audit trails are where a superapp either holds up or falls over. Build that first and the rest is comparatively easy.
Vault is not a login screen for apps that don't exist yet. It's an account you'd want even if Kobo never shipped another thing.
